SunStar Health Plan, Inc. ("SunStar") was a Florida health maintenance organization based in Heathrow, Florida. SunStar wrote group and health care policies and provided health care coverage to approximately 80,000 subscribers, including approximately 1,000 Medicare subscribers.  On December 9, 1999, the Florida Department of Financial Services petitioned the Second Judicial Circuit Court in and for Leon County, Florida ("Court") to appoint the Department as Receiver of SunStar for purposes of liquidation.  The Department's action was based on an examination of SunStar's financial condition.  The Department requested a "show cause" hearing which was held on February 1, 2000.  At the hearing, SunStar was given an opportunity to argue why it should not be placed in receivership.  At the hearing, SunStar was found to be insolvent and SunStar was court ordered into liquidation on February 1, 2000. The Florida Department of Financial Services is the court appointed Receiver of SunStar.

On July 21, 2004, the First Interim Claims Report was filed with the Court in the estate of SunStar. On July 23, 2004, the Court issued an order approving the report. On July 23, 2004, notices were mailed to 6,387 claimants who filed a proof of claim in the estate. The notice informed them of the Receiver's recommendations concerning the classification and amount of their claim, along with instructions on how to proceed if the claimant objected to the recommendations. Objections were required to be filed by the claimant, in writing, with both the Court and Receiver and postmarked by September 15, 2004. Objections filed after that date were not considered.

On February 7, 2006, the Second Interim Claims Report was filed with the Court. On February 8, 2006, the Court issued an order approving the report. Notices were then mailed to seven claimants who filed a proof of claim in the estate. The notice informed them of the Receiver's recommendations concerning the classification and amount of their claim, along with instructions on how to proceed if the claimant objected to the recommendations. Objections were required to be filed by the claimant, in writing, with both the Court and Receiver and postmarked by April 17, 2006. Objections filed after that date were not considered.

On July 13, 2007, the Third Interim Claims Report was filed with the Court. On July 19, 2007, the Court issued an order approving the report. Notices were then mailed to nine claimants who filed a proof of claim in the estate. The notice informed them of the Receiver's recommendations concerning the classification and amount of their claim, along with instructions on how to proceed if the claimant objected to the recommendations. Objections were required to be filed by the claimant, in writing, with both the Court and Receiver and postmarked by August 23, 2007. Objections filed after that date were not considered.

On October 12, 2007, the Fourth Interim Claims Report was filed with the Court. On October 15, 2007, the Court issued an order approving the report. Notices were then mailed to 21 claimants who filed a proof of claim in the estate. The notice informed them of the Receiver's recommendations concerning the classification and amount of their claim, along with instructions on how to proceed if the claimant objected to the recommendations. Objections were required to be filed by the claimant, in writing, with both the Court and Receiver and postmarked by November 30, 2007. Objections filed after this date will not be considered.

On February 7, 2008, the Receiver filed a motion for approval of the Final Claims Report, Claims Distribution Report, Distribution Accounting and approval to make a distribution to claimants in Classes 1 2, and 3. On February 7, 2008, an order was entered that granted approval for the Receiver to mail distribution checks representing 100% of the recommended and adjudicated amounts to claimants in Classes 1, 2 and 3. As a result of the order, 327 claimants were approved to receive a distribution check. The checks were mailed on February 19, 2008.

It is currently unknown when a subsequent distribution will be made in this estate.

It is the claimant's responsibility to notify the Receiver, in writing, if there is a change in their name or mailing address.  When corresponding with the Receiver, be sure to reference "Sunstar Health Plan" and the "Receiver's Identification Number", which will allow the Receiver to associate your request with the correct claim and receivership.
