COMPTROLLER'S MEMORANDUM NO. 07 (1996-97)
SUBJECT: IMPLEMENTATION OF A SINGLE ENTRY POINT FOR EDI TRANSACTIONS
We have a number of projects in progress to reengineer our business
processes. We will modify our systems to minimize use of paper,
maximize use of electronic media, and streamline the processes where
possible. Two of the projects, the purchasing card and the electronic
billing and approval process, will utilize Electronic Data Interchange
(EDI) for receipt of billings from vendors.
We have determined that it is beneficial to implement a single entry
point for future EDI transactions from the vendors to SAMAS. This
single entry point will be provided by the current Value Added Network
(VAN) services provided by the Department of Management Services. The
use of a single VAN would only require one set of maps, avoid the need
for duplicated equipment and software at the agencies, and avoid the
possibility of duplicate invoices and payments. Vendor trading partners
will have a single point for EDI invoicing to any of their State of
Florida customers, thus avoiding confusion and additional costs for the
vendors and the State.
