Insurance Consumer Advocate Bob Milligan

On February 17, 2007, Florida Chief Financial Officer Alex Sink appointed former Comptroller, and General Bob Milligan, as Florida’s Insurance Consumer Advocate.

Lieutenant General Robert Milligan (USMC Ret.) holds a distinguished record of 39 years of military experience. He retired as a Lieutenant General in 1991.

General Milligan served in the U.S. Marine Corps for 35 years, rising to the rank of three-star general before being elected Florida’s Comptroller in 1994 and serving until 2003. As a member of the Florida Cabinet, General Milligan helped create the current position of Chief Financial Officer. General Milligan has a reputation as an independent leader who puts people ahead of politics.

As Consumer Advocate, Bob Milligan serves as a standing member of the following boards and commissions:

  • Statewide Subscriber Assistance Panel
  • Hurricane Loss Projection Methodology Commission
  • Workers' Compensation Joint Underwriting Association
  • Florida Workers’ Compensation Insurance Guaranty Association
  • NCCI Workers' Compensation Appeals Board
  • Surplus Lines Service Office

He also attends hearings conducted by the Office of Insurance Regulation, the Office of Financial Regulation and the Division of Administrative Hearings. Bob Milligan fills the CFO’s vision of a proactive advocate for Florida insurance consumers. His oversight responsibilities include insurance rates, market conduct, affordability and accessibility as well as quality and appropriateness of insurance products and services.

General Milligan serves on the Board of Directors of The Institute of Senior Professionals, Okaloosa-Walton College and was appointed to the Volunteer Services Commission by Governor Jeb Bush on December 15, 2005.

Doing what is right, not what is political, is the standing order of the day under Milligan's leadership.

Robert F. "Bob" Milligan, was born on December 12, 1932, one of seven children reared on a small farm in New Jersey.

He earned a B.S. degree in engineering from the U.S. Naval Academy at Annapolis, a master's degree in business administration (Defense Systems Analysis-Economics) at the University of Rochester and studied economics at the doctoral level at the University of Maryland.

Bob Milligan and his wife June, who have four grown children, now reside in Tallahassee.
