Former Insurance Company Executive Arrested


TALLAHASSEE – A former insurance company sales executive is facing a first-degree theft charge for diverting nearly $170,000 from the company for her personal use, Florida Treasurer and Insurance Commissioner Tom Gallagher announced today.

Joan Duggan-Reid, 40, was arrested Friday at her home in Atlanta, Ga. A former sales consultant and director of sales consulting for Plantation-based Cigna Dental Health, Inc., Duggan-Reid is accused of manipulating the company's bookkeeping system to generate fraudulent vendor invoices of $169,681.77 for four years starting in 1995.

Department of Insurance fraud investigators said Duggan-Reid had the checks sent directly to pay for her home mortgage and an American Express card she unlawfully obtained through the company and used to pay for vacations, furniture, clothing, limousine service and work on her home.

Investigators said when the company caught on to her scheme, she quit and moved away. The company turned the case over to the insurance department, and fraud investigators tracked her to Atlanta. She faces up to 10 years in prison and up to a $10,000 fine.

The Department of Insurance, Division of Insurance Fraud, investigates various forms of fraud in insurance, including health, life, auto, property and workers' compensation insurance. Anyone with information about this case or another possible fraud scheme should call the department's Fraud Hotline at 1-800-378-0445. A reward of up to $25,000 is offered for information leading to a conviction.
